Since the plastic bag tax, numbers of littered plastic bags have gone done, but not eliminated entirely (abroad, bans have almost reduced plastic bag litter).

Where to recycle existing plastic bags?
You can recycle plastic bags in supermarket bag bins, most stores have a box (where you can also recycle plastic wrapping on foods or other goods).
Frayed or stained reusable totes can be deposited in textile banks (materials are shredded to make insulation and other industrial goods).
